Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of opposing developments captured the harsh reality of the current period. By day, diplomatic battles are fought: positive announcements are delivered from multiple capitals. Immense energy is devoted on managing particular approaches. By night, the Kremlin clearly shows the world that, for them, war remains the main instrument for achieving "peace".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track missile launches from Russian territory, a capacity enabled by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons flew past – sophisticated military planes delivered to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense activated: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by allied countries. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: possibly the hostile projectile won't cause damage this time, protecting urban areas from devastation and further power outages.
Ongoing Risks
Not long after, a heavy machine gun fired at a unmanned aircraft close by, part of a defensive team – probably imported technology. Sadly, the bullets missed the hostile drone – it maintained course toward its target.
With pauses, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and infrastructure problems in many homes as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are clearly incapable to replace in the near term.
Ineffective Peace Efforts
The comprehensive proposal from US administration sparked intense emotion, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new approach from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, no doubt, continue.
Strategic Calculations
It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. US administration operates on a assumption well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is unrealistic to force Russia to abandon the land that it already controls in Ukraine's south or east.
The challenge is that while acknowledging this situation, American administration does little to discourage Russia, through statements or actions, from thinking that the status quo will not shift further in its advantage in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing people and territory but preventing a total frontline collapse until situations evolve in its advantage.
Current Realities
Objectively, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their attention does not shift toward homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to eliminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.
While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
